The Sumner County Board of County Commissioners respectfully requests that the Tennessee General Assembly enact a private act establishing term limits for members of the Sumner County Commission, limiting any individual to no more than two (2) four-year terms of service during their lifetime, whether those terms are consecutive or non-consecutive.
Notwithstanding the term limits established herein, any individual serving as a duly elected Sumner County Commissioner at the time this private act is approved may be eligible to seek election to one additional four-year term, regardless of the number of terms they have previously served. This exception shall apply only to those holding office at the time of passage and shall not extend to any future officeholders.
A former commissioner who has served two four-year terms—regardless of whether served consecutively—shall be permanently ineligible to run for or be appointed to the office of County Commissioner in Sumner County.
This resolution shall not be effective unless it is approved by a two-thirds (2/3) vote of the Sumner County Commission.
This private act, once enacted by the General Assembly, shall become effective upon approval by a two-thirds (2/3) vote of the Sumner County Commission, in accordance with Tennessee law.
A certified copy of this Resolution shall be transmitted to each member of the Sumner County delegation to the Tennessee General Assembly, along with a formal request for introduction and support of the necessary private act. NO CHANGES FROM CURRENT RULES BE IT FURTHER RESOLVED that approval of this Resolution requires a 2/3 vote of the Commission pursuant to Section IV, Subsection B of the Sumner County Board of County Commissioners Standing Rules and Procedures. MINUTE BOOK TWENTY-SIX August 18, 2025 27 Commissioner Shoaf moved, seconded by Commissioner Becker, to amend to move public comments on non-agenda items to the end of the meeting. Commissioner Brown moved, seconded by Commissioner Teachenor, to amend to move to the end of the meeting and no commissioner can leave early. Law Director Eric Sitler advised against the motion and advised that it would fall under Ethics and Conduct. Chairman Hyde agreed. Commissioner Wynne moved to amend to form a public redress ad hoc committee to fall under the Commissioner Chairman to consist of five members to meet on Tuesday evenings at 7:00 pm. Chairman Hyde ruled the amendment is not germane to the amendment on the floor.
