Commissioner Durrett moved to amend the agenda to defer the following items to the December 2025 meeting: Item #28 - Resolution R-25-11-101 - Consideration of a Resolution of the Commission of Knox County, Tennessee, honoring Spencer Long, Executive Principal at Halls High School, for being named the 2025 Tennessee High School Principal of the Year; Item #45 - Ordinance - O-25-11-101 - Consideration of an Ordinance of the Commission of Knox County, Tennessee, creating Article III of Chapter 26 of the Knox County Code, entitled “Data Centers,” providing limitations of the circumstances under any future Data Centers may be established in Knox County (First Reading); and Item #46 - Ordinance O-25-11-102 - Consideration of an Ordinance of the Commission of Knox County, Tennessee, creating Chapter 53 of the Knox County Code, entitled “Real Property,” providing limitations of what persons and what entities may own real property in Knox County, Tennessee (First Reading). Mr. Mike Moyers, Knox County Senior Deputy Law Director, was present and spoke on the matter. Commissioner Fox moved to amend the agenda to add the following item: Issuing a subpoena on behalf of the Knox County Board of Commissioners to the former Director Brian Bivens to compel his testimony to explain his resignation statement. Commissioner Russell seconded the motion and upon roll call vote Commissioners Jackson, Russell, Lee, Thompson, Fox and Frazier voted aye. Commissioners Rawls, Durrett, Oster, Hill and Jay voted no. The motion failed 6-5-0-0.
