At this time, there was discussion regarding amending the agenda to add the following item: Discussion of issuing a subpoena to Mr. Brian Bivens, former Interim Director for the Richard Bean Detention Center. Mr. Mike Moyers, Knox County Senior Deputy Law Director, was present and spoke on the matter. Commissioner Fox moved to amend the agenda to add the following item: Issuing a subpoena on behalf of the Knox County Board of Commissioners to the former Director Brian Bivens to compel his testimony to explain his resignation statement. Commissioner Russell seconded the motion and upon roll call vote Commissioners Jackson, Russell, Lee, Thompson, Fox and Frazier voted aye. Commissioners Rawls, Durrett, Oster, Hill and Jay voted no. The motion failed 6-5-0-0.
