Mr. Mike Moyers, Knox County Senior Deputy Law Director, was present and swore in those who were to testify in the matter and also spoke on the matter. Mr. Keith Stewart, applicant, was present and spoke on behalf of the request. Ms. Amy Brooks, Knoxville Knox County Planning, was present and spoke on the matter. Mr. Kevin Murphy, concerned citizen, was present and spoke regarding the CB Business and Manufacturing Zone. Mr. Jim Snowden, Director, Engineering and Public Works, was present and spoke on the matter. Commissioner Lee moved to send back to Planning Commission to explore other Zoning options. Commissioner Beeler seconded the motion. Commissioner Dailey moved as a substitute motion to Approve CB (Business and Manufacturing) with 3 conditions. Condition #1: Lighting Design Standards. Condition #2: Noise Standards. Condition #3: Landscape Design Standard inclusive of a Type B Landscape Screen of 20 feet on Planned Residential and Agricultural sides. Property located at 1633 Dry Gap Pike / Parcel ID 047 236. (Commission District 7). Commissioner Jay seconded the motion and upon roll call vote Commissioners Lundy, Durrett, Oster, Ward, Schoonmaker, Hill, Lee, Beeler, Dailey, Jay and Frazier voted aye. The substitute motion carried 11-0-0-0.
